West of the ridges: frequent, terrain-enhanced snow

Western Pennsylvania sits on the Appalachian Plateau downwind of Lake Erie. Northwest flow behind a cold front lifts moist air up the plateau and produces repeated rounds of light to moderate snow rather than one dramatic total. Because the region is cut by steep river valleys, an inch or two on a graded street can cause more trouble than a larger total on flat ground.

East of the ridges: cold-air damming and freezing rain

In southeastern Pennsylvania, cold air often gets trapped at the surface against the eastern slopes of the mountains while milder air arrives aloft. That is the classic setup for sleet and freezing rain. These events are dangerous precisely because they look minor: a glaze measured in hundredths of an inch can close a district that would have run buses through six inches of dry snow.

The ridge-and-valley middle is a forecast boundary

Central Pennsylvania frequently sits on the dividing line of a storm, with snow on the ridges and mixed precipitation in the valleys. Districts here often span both, so a superintendent may be looking at genuinely different conditions at opposite ends of one bus network. Much of Pennsylvania is served by geographically large districts running long rural routes on secondary roads that get treated after the highways. Why is freezing rain such a big deal in eastern Pennsylvania?

Cold air gets trapped against the eastern slope of the Appalachians while warmer air moves in above it. Rain falls through the warm layer and freezes on contact with cold surfaces. Because the accumulation is a glaze rather than a depth, it defeats plowing and creates immediate traction problems on hills, bridges and sidewalks.

Does the calculator model Pennsylvania's ridges and valleys?

It requests a forecast for whichever coordinates you choose, so elevation enters indirectly through the weather model, but the calculator has no knowledge of which side of a ridge a bus route climbs or how a valley floor differs from the hilltop above it. In this terrain, pick the location nearest the school and read borderline results cautiously.

Does PennDOT closing a highway mean schools close?

No. State travel restrictions and school closures are separate decisions made by different authorities, though a restriction on a major route is obviously relevant information for a district that buses students along it.
